马天英（1900-1982），北京人，近代中国和马来西亚知名的回族社会活动家，外交家，伊斯兰学者。青年时代赴巴黎留学。回中国后，曾任职陇海铁路局，新闻记者，教师。抗日战争爆发后，任中国回教救国协会近东访问团副团长，访问印度及近东各国，宣传抗战，历时一年有余；又任南洋访问团团长，访问英属马来亚和北婆罗洲诸邦，宣传抗战并做募捐工作，历时一年半。1943年起，出任驻埃及使馆二等秘书。1948年英属马来亚持续发生大规模排华事件，他在此危难时刻出任驻怡保领事，表现出非凡的外交能力。1950年卸任以后定居马来亚，并潜心投入伊斯兰宣传和研究工作，留下了大量的研究成果。本书收录马天英的个人史料，资料形成时间介于1937至1982年之间，其中涵盖他出任驻怡保领事前后（1937-1950）所产生的工作往来函件、个人文件、文稿等。
